Yes, you will have to remove the headlight nacelle. Which, sometimes can a pain in the A$$. Take your time when taking this apart. Good luck!

I helped a buddy change bars on his RK some time ago. As I recall, we had to remove the headlight, nacelle, etc. off to get to the handlebar clamps. It was a little more work to get to on the RK that on many others... Still no big deal, though.

1.) Remove headlight trim ring and head light.
2) Pry up plastic ring around fork lock.
3.) Take out 2 screws under ring.
4.) Remove sheet metal nut on nacelle trim spear. You can see it inside nacelle.
5.) Remove machine screw holding down front of handlebar clamp cover.
You can now access handlebar clamp bolts. No need to split nacelle.

It's time consuming the first time you do it, but not impossible.
Remove screw on lower portion of trim ring around headlight.
Then there are about 10 screws that go into rubber fasteners that hold the headlight on.
Then you can remove the nut from the front of the nacelle trim piece that runs down top of headlight.
Under the nacelle trim is a bolt that holds the front of the trim piece for the handle bar cover.
Then remove the fork lock plastic trim piece and under it is two screws to remove and you should see the handle bar adjustment underneath the chrome trim piece.
Good luck

I just tightened them according to the directions on this post and it took me all of 15 minutes to do it. Problem solved thanks to this forum! I appreciate the input from you guys.
In answer to HOW they became loose - the dealer replaced the bars with higher ones before I took delivery. enough said.
