how do you get to the risers to a just the handlebars ?

Pretty sure you have to remove the headlight nacelle.

Right, but to do that, dont you have to remove the nacelle?

on many models, the chrome strip is removed through the headlight hole- this reveals the front screw for the clamp cover, the rear screw is under the fork lock plate.

this is general- I don;t have an evo FLHR...but have an FLHR nacelle for my FXR

MK is correct. You don't need to remove the headlight nacelle , but you have to remove the front trim ring and headlight assembly so you can get to the chrome spear front nut that holds on the clamp cover. Its an absurdly stupid design. Its takes a while, for sure. Later Road Kings have a reveal cover that snaps off and makes this a 30 second job.
