alright all, before i get started i want to say that i am posting all i know at this time.  i just want to know if there are any recommendations or settings you guys think i should go with.

my father in law has a 98 heritage and hes running an s&s carb in it.  he bought the bike this way, and im not sure if he has the stock cv carb or not.  im not sure of his current jet sizes, or his intake setup.  i do know that he has slip-ons, but im not sure what brand.  they seem like pretty basic drag pipes to me.   sorry for the lack of info.

his problem is that it takes him an awful long time to warm the bike up, and from time to time he will foul his plugs.  once it is warmed up, it runs fine, he hasnt had any problems fortunately.  this leads me to believe that hes running a little lean.  like i said, i just wanted to know if you guys use specific carb settings for the s&s, or if he would need to alter his intake if it is in fact stock, or just switch back to the stock carb and jet accordingly.  thanks in advance for the help.

I don't know what a long time is to you but I can tell you this: Most S&S carbs have the 29.5 intermediate installed. This covers most builds & is usually the right one to use. What happens is that when the idle is set low it seems like it takes forever to get warm enough to idle right when it's just sitting there running. But if you hop on & ride it you can turn the choke off & it's fine. If you went richer to get it to run better when it's cold [or warm up faster] it would run bad after it's warmed up. The manifold is probably an S&S manifold because it mounts with 2 bolts where the stocker is a rubber mount. If the bike runs good after it's warmed up your best bet would be to check what type of plug is in there. Sometimes all you need is a plug change to smooth over the rough edges.
