Default Brake noise

I notice when I roll my bike in neutral and the motor is off I can hear the front brakes pads rubbing on the rotors. Is this normal? The prior owner of the bike replaced the front rotors and calipers with different ones and had a HD dealer install them. I've had metric bikes that never made noise when rolling them. I'm not sure if this is normal for Harley or if something is not adjusted correctly. If this isn't normal then could someone recommend a way to fix the problem?

Mine is doing it only on the rear since I removed and re-installed the rear wheel for a tire change.&nbsp\\; It seems to be rapidly improving as the pads wear or maybe glaze.
