Hey everyone I am wondering are civilians allowed to purchase a brand new police bike if so how would I go about locating one ? I really like the road king police bike and it seems pretty bare bones .

Yes, you can purchase a police bike from a dealer. If they have one and it has not sold in a period of time, they are allowed to modify the lighting systems on them and make them "street" legal to consumers.
I see you are in NJ, Schaeffers HD in PA has one on their website that has been made consumer ready for purchase. It was on the showroom floor on Saturday, so you may want to give them a call and ask for Sven in sales and he should take real good care of you.
