Default Heated seat

I am looking at a heated seat and I am getting different opinions about where the heat pad goes. Some say it goes in between the base of the seat and the bottom of your pad . And some say it goes in between the top of the pad and cover. Does anyone know ? 😳

One person I talk to that does custom seats say that they put their heat pad on top of the pad and then put the cover over it. A nether custom seat person says that they put their heat pad on the base then the foam and then the cover.

according to the web-site for a company that makes the seat heaters the heating element goes on top of the foam directly under the cover.

That is the way that Mean City Cycles does it.
