There's an "or" missing there. ABS activates when the sensors detect one or both wheels not moving. During normal operation the ABS isn't used.
"Normal" is subjective. LOL What's normal for me may not be normal for you. I have had my ABS activate as I am blasting up/down mountain highways. What I'm saying is everyone has differing riding styles and conditions and the ABS reacts accordingly.
I believe ABS is designed to look at both wheel speeds and applied brake pressure to begin an "ABS event" before the wheels lock up or traction is lost. If you go to a parking lot you can practice "panic stops" and never hear the tires chirp. At least that is my experience.
ABS doesn't do anything for normal stops. The only time the ABS does anything is in a panic stop when one or both wheels stops turning.
Actually on these Rushmore's, the ABS has a HUGE impact on stopping. I have never liked ABS on anything. However, on these bikes it's a huge plus in stopping power. I think when the ABS started flashing, it also stops the brakes from being linked. I know when I hit the rear brake, it locked the tire up when normally it would just about throw you over the handlebars if you wasn't careful.
