All I have read, Harley recommends not lowering the front without lowering the rear. They have warnings if you look in the parts book. You can lower the rear by it self for a slammed/chopper look without lowering the front, but you may suffer some clearance/ ride issues if you take it to the limit either in the twisties or rough roades.

My suggustion is get a set of 12's for the rear. Either the Harley premium ride like take offs from Specials or CVO, ( I have these and they ride far superior than air shocks) or if you got Mo Money, then Ohlins or other aftermarket types. That would be the easiest way to correct the mistake.

Heck, maybe even Legend will sell you some rear 12" shocks for a discount since they screwed up. Or keep looking on here and Craigslist, I found my CVO takeoff hand adjustable shocks for $200, like new and love them.

Changes the angle on the shock and rode like junk. The shocks, swing arm and frame are designed for that angle. Change it and you change the ride quality.

If you must lower it, check the Progressive shocks I believe 944's, they are 13" but once you set the bike upright, it drops to 12". Word of caution, it will affect the cornering if you are one to occasionally ride aggressive in the twisties.
