I'm sure there has been a boat owner or 2 who also had an "accident" wherein their boats sank, yet EPA was ruthless in collecting heavy fines for the oil & gas which leaked from the sunken boat. Shockingly [sarcasm intended] I have been unable to find how much EPA fined itself for damage to the Animas River.
I'm not sure how old you are or where you grow up, but as a kid growing up in the northeast, a fond memory of mine were the smells of Autumn which invariably included burning leaves. No more!

No, burning leaves is banned in New York State. We encourage you to compost leaves."
Is this a contributing factor to the "clear skies" you speak of? I bet as we "speak", EPA is conjuring up a penalty & fine schedule for homeowners using their fireplaces.
