Default Missing Plug

I have a 2016 Road Glide that seems to be missing a plug or cover on the rear fender under the seat.
In the pic it is circled. This hole allows and dirt/water/dust picked up by the rear tire to enter under the seat.
I have looked at the parts manual and see no reference of a plug, but this just can't be right.
Has any one else seen or dealt with this?
There also is a second open hole on the other side of the fender that is much smaller that does not show up in the pic.
I have put some duct tape over it as a temp measure until my next service visit.
Thanks for any info.

Did you buy the bike new? I have a 15 RGS and I don't recall seeing a hole on my fender in that area.

I would just trade the bike in on one that has a plug

my 14 SGS has that hole, no plug in it. I never questions it tho! Thought it was a finger hole to secure the solo seat bracket that's there.

Its for a wiring harness for touring bikes. Tour pack, lights turn signal, brake etc.

My 2016 Road Glide has the same hole. Believe it's as stated for the Ultra addition touring lightings.

I would want that filled also. Maybe you can find a rubber plug at a local hardware store.

Tour-Pak wiring follows the frame,not thru the fender.Curious as to what wiring might go thru that hole.
