You can buy just the pouches, or buy completed tool kits.
I bought just the pouches and used my own tools.

I also added a tire repair kit.

I have the same pouches with a lot of the same tools and some extras that I have found along the way. I bought mine in 2010 and have always had them in the bike, and have had to use them a few times for me and others.

Which works fine if you live/ride where there is great cellular coverage. Come on out here to some of the flyover states and watch you phone drain the battery in search of service. A tool kit could be the difference between cooling your jets on the side of the road hoping someone will stop or dealing with the (minor) repair and be on your way.

Not to mention if you are out far away from a larger city/town that cell phone only gets a tow operator on his way to you which could leave you with an extended wait. I have known folks that called for tows and waited several hours or were told there was no one in the area that could accommodate a bike. I have my cell with me as well but prefer to have a few tools that allow me to make minor repairs quickly and be on the road vs spending all day dealing with a tow and hoping there is a shop in the area that can fix the issue.

Seems like a low profile like 2" Tall by 5"x20" bag would lay flat on the bottom of the bags nicely, although I have not been able to locate any.

That was just a quick search. I like the 2 pouchs that lay in the recesses of the bottom of the bag. It's not difficult to organize the stuff in them. I use the smaller one for the minor stuff and the larger one in case of an oh **** moment.
