Sounding good vs annoying is why. Every time i pull up to an intersection where some idiot is sitting here blipping their throttle with strait pipes makes me shake my head. My stock bike sounds phenomenal under load just not annoying. If my pipes drown out my radio with a FF helmet and ear plugs under load then its loud enough. California is a joke. Their regulations are a joke. Their politicians are a joke. That state is the most dysfunctional state in America.
This isn’t aimed at the OP necessarily, people moan and groan about god awful laws but turn around and vote the same people in each election cycle.

It is amazing, think about it, and think about what I am going to say. It does make sense.
The only reason people are unhappy with government is they voted for them. We whine, bitch, complain but its the uninformed who vote these clowns into office because they think like a rat, they vote on the promise of "free stuff" "free money" not thinking that you the voter are who give them the money to spend!
For some reason, people think politicians have the answer to their personal problems, yet politicians are some of the dumbest people on earth but smart enough to put on a good "act" to get elected .and get rich off your money. They are actors (not all) selling snake oil and most of the public believe it, unable to think on their own, they vote for the best marketing campaign.
Stop looking for them to "fix" things, live your life without them interfering and we would be all ok.

Many market exhaust have been marked for "off-road use only" for at least 35 years. The one that are EPA compliant were marked accordingly. This is not anything new.
But if they are only targeting motorcycles, then it will loose in court as it is descrimatory. Or it has in the past.
But California doesn't care about that pesky Constitution.
