2016RGU. My front wheel bearings where singing pretty loud this past March. I had replaced them two times already with OEM bearing sets. This time I bought the All ***** bearings and took the front wheel to an indy to do the work. Now, about 10K miles on them and they are singing.
Who makes a better bearing than what Harley provides or All *****?
Not sure what other problems could be. Brake pads and rotors are on correctly. I installed the Legend front suspension system before the last bearing went bad.
Are both the ABS and non-ABS failing? Either way and without much information to go on, I'm thinking the failures have something to do with the installation.

Each time they were replaced, the tech said the bearings had rust and crap in there.
Just curious, but do you by chance frequently power wash your bike, especially the front wheel axle area? Power washers will force water past the seals and cause premature failure by washing the grease out. Just a thought.....

Since that wasn't mentioned in your original post, is there any other information you're leaving out because obviously something is out of the ordinary with your multiple failed bearing issue.
As far as alternative choices for bearings, you can probably find another manufacturer for the non-ABS bearing, but your choices for ABS bearings are extremely limited. It's either H-D or All ***** as far as I know. It looks like Drag Specialties offers ABS bearings, but who knows who the manufacturer is. I don't.
Several people suggest removing the seals (if that's possible) and use some quality bearing grease to re-pack them, but I really think there's something else going on that we don't know about.
Yeah, I'm aware of the power wash issue. The most water these bearings are exposed to is torrential rain. If they aren't designed to stand up to that, I guess I'm destined to either replace them or perform a complete clean out and regreasing after riding in the rain.
