I also don't remove the left muffler. Just let it hang down enough to get the axle out. Can do the same for the right side if you can't get a torque wrench in there for the nut.
I've also had problems with left muffler wiggling in the rubber. A penny or nickel worked to tighten it up, but I could never get them to stay in place, so i just gave up and let it wiggle. Can't see when riding anyway
I took a small piece of nylon wire tie and placed it between the rubber mount and bracket to tighten mine up. Been in there for alot of miles . I think this is a common problem.
All the clamps involving the left muffler, all the way to the right-hand pipe connection seem tight.
I'm gonna try replacing the rubber bushing under the saddlebag rail.
I was kinda surprised there is no 'gasket' in the cross-over support clamp per the service manual, nor on the bike ........... should there have been one ? (see pic)
Part #7 is only a support clamp, as described. Keeps the crossover pipe sitting still thru all of the vibration and movement.The gasket/clamp set up is with parts #4 & #5.

Yeah, just seems like a gasket would help there, too - seems like a fair amount of play there that could lead to rattling.
If there's still slop between the support clamp and the pipe causing a rattle, what about shimming the diameter of the pipe larger with some thin metal material like layers of a soda/beer can? Or maybe, if it's feasible, clamp a copper penny between the pipe and the clamp? That would shut that sucker up!
I just replaced the exhaust on my 2017 Ultra and the right side slipon kept sliding back even though the clamp was as tight as it would go. Since I bought the system from Fuel Moto I called to see if they have run into this before. They asked my mileage, which was 21k and said the clamps stretch and get hard to tighten over time. I couldn’t get them any tighter without fear of snapping something. They suggested new clamps. $8 each from Harley. Solved the problem. The clamps get worn they seemed tight but weren’t. Hope this helps.

I am dealing with a rattle I have been chasing for months and finally confirmed it is that cross over support clamp. Not quite sure what i am going to do to fix it yet. I should know this since I installed the exhaust (years ago) but I am assuming I can loosen that clamp and shimmy something in there without unbolting the left side muffler and muffler clamp, right? I could be missing something.

they are technically one time use, but I am usually able to get, 2 sometimes 3 uses out of them

a cut up soda can would work, maybe even double it up, it will be a temporary fix, but should do it
