Attached is a video of my fuel tank- is it supposed to do this when priming? I have heard on these models, the pump dumps some old fuel into the tank when priming. So does this swishing look like a leak?
Having a P0131 code.

P0131 is for your upstream O2. I would start by changing this. Disconnect the battery cables and tape them together over night. This will discharge the entire electrical system clearing the code. The pump doesn't dump "old" fuel in the tank. It simply just primes the system for a set amount of time (maybe 1.5 seconds). The movement you are seeing in the fuel is the vibration from the pump in the fuel. If you are not smelling fuel with the cap and lid closed you most likely don't have a leak.

The pressure regulator dumps fuel into the tank after pressure builds up.. It stops when the pump stops. The more important is that it continues to dump fuel after the pump shuts off..
If concerned about fuel pressure, buy a fuel pressure gauge.. Verify that the pressure builds to about 60 psi then holds above say 52 after the pump shuts off..
