I was refering to updating and reinstalling the SEPST software not Win 7. I installed mine from the DVD/CD and don't remember any issues installing the drivers. Here is copy of Installing Drivers from the help search. The light only blinks once when properly installed. Why do you think the driver isn't installed. The light is not suppose to be on solid unless recording.
Installing Drivers
Drivers required to communicate with the Super Tuner VCI are automatically installed during Super Tuner software installation.
Software Versions & Updates
Web Install & Updates
The Super Tuner software is available for download at www.h-d.com/tuning. Enter your VCI serial number and select Super Tuner software.
After I download from above the error message says "Driver installation failed" then asks if I want to continue. I say "yes" and it then installs the SE software. When I plug the bike in it tries to load the rd
drivers but fails to load drivers.
Google may be a good resource. However unless a site existed for tech support even google cannot find it. suggesting to google does not help unless you have tried it and found a successful site. Then you can copy and paste the link. so far the two google suggestions offer no help.
This is the same link I used. The one www.h-d.com/tuning was in the copy of the software install help file. The drivers were in the software and installed when software installed. Not sure what the issue is.

The issue is when I click on your posted link I get page not found, what do you get?
old thread, but there does not seem to be a viable answer.
we got a SEPST with the data cable saturday, and my WIN7 Laptop finds the HD Tuner, and it shows up in Device Manager, but as a non working device.
the above locked thread talks about finding a VCI.exe file and mapping back to that file when loading drivers manually, but I can't find any VCI executables when searching my Hard drive
don't have a CD, just the SEPST and the cables, and the software off the HD site.
unloaded & reloaded the software twice now, with the bike off, and with the bike on.

win7 would not work
win10 on wife's laptop worked great, IDK?
Unplug the tuner from the computer. GO to Harley download site and install the Screaming Eagle Pro Street tuner software. Here is link http://streetperformancetuner.harley...reetTuner.aspx I assume it is street tuner as you can't buy the Pro super tuner for couple years in US. If you do have the old super tuner just go to that site and install that software. Install the software then open the software and hook the Street tuner to the bike and computer turn on bike and you will be all set. Will likely have to install VCI update once hooked to bike, this is normal. Once update installed can go to Tuning fork at top of screen the you will see VCI top of next screen if you want to get copy of tune on the VCI. You at one time could get a copy of tune on bike, but don't think can now.

worked great first time with WIN10
how do you update the VCI drivers? the software said it needed updating, but we hit OK and nothing happened, and we were able to load a tune.
