I just purchased a new 2019 heritage 114. I was getting vibration at 35 mph and up. Turned out, front tire had no weights on it. Took it to the dealer and they balanced the front and much better. Still have a little vibration but I think its normal for a frame mounted motor with no rubber motor mounts.
Good luck with your issue.
