I just did my own 1000 mile service and went to pump some lube into the steering heading bearings and no zerk fitting on my 2019 Softail Slim. Spoke to a tech at the Harley dealer and he informed me there are sealed cartridges that need to be replaced maybe at 30,000 miles . They are seeing issues with the bikes that have the big heavy Bat Wings with the radios , GPS , speakers, steros , fans, propane grill, sink with runing water ect... alot of weight that will cause problems with the steering head bearings .

Obviously Harley-Davidson doesnt intend that their customers are actually going to RIDE their motorcycles. I run up 30,000 miles about every three years. On my previous Softail, I gave the bearings a shot of grease every 5,000 miles and the head bearings were working perfectly at 140,000 miles.
As to the OPs question. Apparently your bike doesnt have ABS. On my bike, that hole is used to mount the bracket holding the brake lines running to and from the ABS module.
