Actually larger diameter rims do work better on broken up real world environments especially if the tyres have compliance in their side walls. Look at what the mountain bike world is going through in the last decade - larger rim sizes with lower pressures to roll over terrain better.
I can't think of a decent quality 16" tyre. Unless your metric is long tyre life.

Those are some beautiful wheels but cast would be so much more affordable, any suggestions on cast wheels? Or what alpneus mentioned, a mod for spoke wheels?

Actually cast wheels new are going to run you north of 500 to 600 dollars each. You can get both fat spoke wheels for around 500 to 550 if you shop around. I had them on a couple of bikes and still run them on my custom 07 RK project and they have held up fine. I got them off ebay and just had to change to the proper size bearings. They mostly come with 3/4" axle set ups.
These Sportster 48 wheels (16"x3") were adapted to fit my Heritage by my local dealer, Sykes H-D in Sussex, UK.
Now, those would be ideal! Do you happen to know what they are called (if they have a style name?) and what had to be done to adapt them?

Hi Big Si, thank you... They're standard Sportster 48 wheels, the rear was reversed to facilitate Softail drive/brake disc design as they're on opposite sides on the Sportsters. My dealer, Sykes H-D in Sussex, UK, facilitated the fit, apparently primarily using Harley original spacers from their parts catalogue; a good Harley tech local to you should be able to adapt the same for you. Sykes H-D do have an integral speed & custom shop and employ some great open minded techs... Or of course, give Sykes a bell and ask if they'll replicate the mod for you? Say it's as per Kev Ridout's Heritage, they'll know the details...
