This is incorrect as the fxfbs most certainly has the cats located within the head pipes. There's a couple other models that also have them, but I can't remember which ones.
The Harley website says they are in the muffler. It may be that the Canadian models have them in the head pipes. The European models do. They also have an oxygen sensor in the muffler.

If you look up a new motorcycle on the Harley-Davidson website, the engine category under specs will tell you where the cat is.

UK spec FXFBS's do not have an O2 sensor in the muffler, assuming that by muffler (US) you mean silencer (UK) / end can
