I’ve currently got a Fatbob which has a chrome piece just above the cylinders.
(I will attach an image from the Harely site for reference)
The Streetbob and LRS have this blacked out.
As I’m going to be having my cam swapped out in the near future, I think this might be the perfect finishing piece to complement the black pushrod tubes and tappet covers.
Am I able to replace this item to complete my desired look?
If so, can anyone point me in the direction of this item so that I can way up if it’s worth the work/cost involved?

That is the Lower Rocker Box Cover you are referring to. With that said, that will NOT be coming off for a cam swap.
Personally, I like the chrome lower on that engine. It gives it a nice pop as you don't have the highlighted fins. But as Aviscomi stated they don't get touched on a cam swap.
I realise that the cam swap has nothing to do with the item I'm referring to. When I started looking at all the other blacked-out parts, it got me thinking if that part was also possible.

Lot of work just to delete a piece of chrome!
You could always bump up to a 131 Kit, that would give you a good reason to change them to black.

I changed mine to chrome when I did a 131 kit, I like some contrast, not all black.
I was in the same position as OP. I just bought the m8 heads highlighted fins part numbers 16500392 + 16500404 from the H-D Street Bob model Default Fat Bob engine aesthetics Default Street Bob (2018 model) engine aesthetics My soon to be Fat Bob engine aesthetics
I love the all black look and once my LRS in 2020 arrived with the chrome lower rocker boxes (in Europe in 2020 all LRS arriving from Tahiland were like this) I was desperate...
So in winter I opened the top part of the engine, powder coated all chrome partes in black and added a S&S cam without the need of the adjustable push rods:
