I don’t recall if it’s a cable or hydraulic clutch. If it’s cable adjust the clutch per the FSM. In either, make sure the primary is not overfilled. Usually hard to get into neutral is a result of a dragging clutch.
My 2019 Fat Boy has the same issue, less than $2k miles
Not too bad, but easier to shift into neutral at a decent RPM

Readjust the clutch. The last time I did this I had this problem so I did it again but this time I backed off the lock nut slightly differently and that did the trick.
My 2018 slips into neutral like a hot knife through butter. It doesn't matter whether she's cold, hot or even if I'm riding.
Make sure that the primary fluid is just barely barely the clutch plate. Too much fluid and the plates stick together.
And as was mentioned, if the bike uses a clutch cable, first slacken the cable all the way. Then take off the derby cover and adjust the clutch, then adjust to cable. I slightly pull on the cable where it goes into the lever housing. Adjust so that you have 1/32 to 1/16 gap. Squeeze the lever a few times. If that gap disappears when releasing the lever, readjust.
I'm just a guy who works on his own bike, so take what I say with a grain of salt. And don't hold me responsible if you **** it up.
Don't back the cable back all the way. That way you can still pull the lever when you adjust to zero play and fill no play to. When you get to it, turn in another complete turn to be sure adjusting screw is deburred. Now find the no play again and do your back off.
Practice with sneakers around some side streets. It's more a skill one learns then you think. But bike needs to be correct too and no way someone can know that of course from the Internet.

I've just about given up.
There are only two ways mine is going into neutral. Either drop into first while coming to a stop and nudge up the shifter or, kill the engine which will allow it to pop in right into neutral and then restart.
Mine has that issue but I've found a couple of ways to make it work:
I find neutral when rolling to a stop or if already stopped I nudge/engage the clutch in and out while in gear and work the shifter to neutral - works for me and at this point it's even easier to find after learning the set-up.
