What are the odds HD shipped me the wrong ones with the tour pack or am I just not seeing the difference?
Take a close look at the inserts, there should be two "flats" located 180° apart to indicate the widest/tightest points of the elliptical shaped inserts. Easy to overlook the "flats" unless you look closely.

... depending on which one you bought (chrome or black). So you should have the extra set of needed rear docking points with bushings. The front docking point (with no bushings) should already be installed since you've got the Holdfast sissy bar.

They note...

NOTE
The rear docking point has a plastic insert. Front docking point does not.
They tell you to mount the additional rear docking hardware...

Apply threadlocker to bolts (6).LOCTITE 243 MEDIUM STRENGTH THREADLOCKER AND SEALANT (BLUE) (99642-97) 3. Install docking point to vehicle using bolt from kit with docking point flats horizontal to ground. Finger tighten. 4. The black plastic docking point insert is elliptical. When flats on docking point are horizontal to ground, docking point fit is at its loosest. When flats are vertical, docking point fit is at its tightest. 5. Repeat steps 2 and 3 for left side
These docking points may not have the "T" (perhaps updated part?). Instead they appear to indicate position via the flats. You need to adjust the flats from the 12 and 6 O'clock positions towards the 3 and 9 O'clock positions to tighten things up. It doesn't matter which way you go - clockwise or counter clockwise. Once in desired position, torque the hardware to spec and things should be good to go.

I am nearly sure the holdfast kit, when purchased, had the regular bushing/mount with no adjustment and a set with adjustability (have to admit looking at those illustrations on a 27 inch monitor and the description of how to adjust makes more sense).
The two hold fast points that came with the two up mount for the tour pack do not appear to be adjustable, but will feel around and look them over again.
The key, simplistic portion of the instructions were having the "flats" vertical to the ground for greatest tightness.
