For my anniversary 2023, need opinions on best quick release windshield that will accommodate small windshield bag that attaches to windshield frame center bolt without interfering with clutch cable.

Not sure if you can fit a bag to it, but I really like my HD Windsplitter setup.
It's the standard HD windsplitter for the FLFB/S, but I made kickback extensions for it to give it better aero and prevent buffeting.
Though I am considering going to a 19inch windshield from FreedomShields.
