Default upgrading a 2007 SG?

posting for a buddy who is not on HDF. he has an '07 with the two batwing speakers upgraded with amp and tweeter pods on the fairing. he wants to add to it and is considering doing bag lids or lowers with pods.

which will give him better/more sound? i have heard the bag lids can't be heard at highway speeds so i suggested the lowers but would like to know if those are even worth it?

What does he have now? He want to focus on upgrading that instead.

If it's mainly for him, I say lowers. The bag lid speakers would be more of a benefit to a passenger.
