I purchased a WHIM unit for my 19 Limited, installed it, and took to the dealer for the flash. Before going to the dealer, I installed the latest version of firmware for both the BOOM GTS and WHIM module. The dealer did the flash, and I now have the Wireless Headset menu option, however, when I try to pair, both rider and passenger show Disabled and won't allow me to pair. The dealer spent about 2 hours working on it and couldn't come up with anything.
Have the dealer flash it again for the WHIM module ,,, we had to flash ours twice to get everything to come on and function, but we flashed ours with the Techno-Research technician and I originally thought that may have caused the confusion ,,, ,,,,

Unfortunately, he flashed it about 5 times. He even pulled me back there to watch him do it. Confirmed everything was turned on when he flashed it. Without the flash, it doesn't even show the Wireless Headset Setup section, so it definitely seemed to take. They didn't have another WHIM to test with. I'm wondering if it's a bug with the latest version of the Boom GTS software. I wish I tried with the old software first. I don't know of any way to downgrade it or even find the old software.
Called Customer Care. Guy was really nice. They are going to have their tech team call the dealership and get it coordinated. Unfortunately the dealer is closed today. I'll post back with a resolution if one is found.
Please keep us posted, I just installed the WHIM on my 2019 and they are going to flash it while they are doing my 1K service. I plan on using the same half helmet you are trying to use. Un fortunately I'll have the back from the 1K service Monday and my helmet wont be in until Wednesday so I wont be able to try and pair it at the dealership. I haven't updated the firmware yet, so I may wait to see your outcome before I update! Again please keep us posted!

the whim flash allows the bike to recognise it, i don't see how that has anything to do with the headset used, if it shows up on the head unit, you should be fine. that's how mine was
