I would go with the Mmats 601.cx and just dont spray em. I had to use a adapter to make the Mmats fit in the tour pak. They sound a lot better than the Kappa's and about the same price.I used these grills for the lowers. https://www.ebay.com/itm/6-5-Saddleb...8/132134562966
I have had good luck with the Analog Designs AD CX621s in my tour pak pods. They fit with only a 1/4" spacer and sound good without being too bright. They are water resistant out of the box.
Here's the biggest issue with paralleling the lowers with the removable tourpack....once you parallel them your amp sees a 2ohm load and your amp gains are set accordingly. Once you remove the tourpack, your amp is now seeing a 4ohm load for the rear channels and your gains will not be correct.
I would suggest adding a 2 channel amp or a small micro 4 channel to run the tourpack.

Mmats 601.cx in fairing with speaker adapters, Mmats will also fit in lowers, both sets run off the SS amp. Pick up a Hogtunes amp bracket and mount a NVX Vadm4 amp bridged to your tour pack speakers. Mmats work good there as well but you need a speaker adapter, or you could use the Polk 6.5" MM series as it fits without an adapter.

Or get a PAC LC-1 which may get u the required voltage regulation without taking the hood off. Worth a try for $10?

Yep, I always prefer someway of gain adjustment, or someway of being able to balance out levels and adjust x-over frequency on each pair of speakers, thus I usually prefer to add the extra amp.
Figured if there was any limitations on budget, he could save on the extra amp cost for now as long as he kept the lowers and fairing speakers the same or fairly compatable.
