Rockford Fosgate as a means of testing your budget doesn't have an option less than 1200-ish, amp and 4 speakers
Using my head unit, I got a quote from the folks over at Watts. For about 1800 they would install a decent system. There is a forum member here named Juice who is in our part of town. He may be doing installs on the side.

also, if it helps, I have two 6x9 speakers that I'd be willing to give you for free.... They are not the Boom Stage II speakers like in my bike, but rather simple 6x9s with no bridge tweeters. If you are in Detroit, I'm a stones throw from you at 9 and Gratiot.

Its gonna be hard to get a good setup for $500. I would suggest saving a bit more and get a quality rather than buying sub standard equipment only to be un satisfied. What head unit are you currently running? You may need a pac10 converter, replace the hu or send it out to iron cross to be updated.
Look into a stinger spx 700x4 amp, 4 mmats pa601cx speakers, amp wire kit, and that is about as good as it gets for a coax 4 speaker setup .

You might could swing 2 pair of kappas and a soundstream amp for around that price. Not sure of fitment on an 06 ultra. I would think there would be no issues.
Thats better than stock, but it'll be very bright and leaving you wanting more.
As others have said......get more added to your budget and you'll be able to have a system that is loud and clear and wont make you pull your hair out.

I got a setup I can sell you fairly cheap and it can be had for less than your budget. A DB drive neo4 amp and a set of dB wdx moto gen 2s. The amp is like new only used for little while. The speakers are currently on my bike and have been for about 5 months.

I am impressed with Bates post as well. It's about what I've been looking at for my neighbor/riding buddy. I was a little surprised that it cost about $80 to get the stuff to install a HU in a pre Rushmore.

I thought the stinger amp has always been right around 220 bucks. At least thats what I got it for last year around may or so. But yes....great amp for that price all day!
