I bought a 2016 FLHTK, the previous owner sold the tour pack. There are speakers in the saddlebag lids, but they are not connected and there is no cable present. Under the saddle there are plugs from the tour pack, is it possible to connect the speakers to these plugs and if so what do I need. I live in Belgium and have a tight budget.

First thing would be to find out what the plug is for. Those are generally for your pack lights/brake lights. If in doubt, run new speaker wires would be the safe bet unless you can verify they are for speakers.
you could remove the fairing and do a point-to-point test with the plugs to verify they are for the speakers. if possible, get a wiring schematic and match up wire colors to verify.
