Lids are your best bet but will be the more expensive route, but in my opinion bullet proof!!
Lids you will have to paint and water proof properly. but you will keep the full use of your bags which is why you got a bagger in the first place
Inside option will be sending the audio in the worn direction and will only be best when the bike is parked. You will also loose the functionality of your bags.
