Cold blooded after starting is a by product of the stock carb jetting, need to fatten it up
Stock was #42 pilot and #170 main ? You`ll need to go in and check what you have BEFORE ordering jets from CV PERFORMANCE
I`d try 45 & 180
Hard to start cold : depending on temps, you might need to wick the throttle twice before hitting starter. The accelerator pump ( assuming it`s working) will throw raw fuel down the intake.
You are aware of the "enrichner / choke " **** right ? ( no offense meant, but some have never had a carb bike)
Check all exhaust fittings / bolts for tightness to minimize popping
EDIT your location is "m" , that could be Maine or Mississippi, big difference in "cold" LOL

I do know the choke and live in Minnesota so we're in the 30s now.. Turns over for ever.. Took the air cover of and and it appears to be getting fuel..I don't have a heated shop.
But plan on tinkering with it this winter. I'm set to get new plugs, don't know how old these are.
At 30 degrees, I wouldn't worry about how cold-blooded the Harley was. My concern would be my butt.
Come summer, you will change your mind...?
If the carbs right, it will run however even in cold weather. From what you described at decel, could be too much fuel. But if it's got open modified exhaust, they tend to do that if you snap back the throttle too fast.
