I’ve be chasing myself in circles with these S&s carbs. I bough my bike with a brand new super G on it. The bike is a 99 road king 88tc, had tuning problems so I called S&s. They informed me the carb is to big and I need an E, so I bought the E a couple weeks ago and got it on, I was running a 72/.31 set up and all was great. I went from a pretty open 4.5 inch slip on exhaust but just switched the other day to a 4” cobra 909 undercut, now the bikes running lean and almost like it’s getting fuel starvation. Anytime I blip the throttle it acts like the accl pump on the carb is turned off. Doesn’t matter if it’s 2 turns out or 4. S&s is no help that just tell me to keep throwing larger jets at it. I’m very lost with this, I’m thinking bad voes, vapor lock, also it happens when the bike gets hot, thank you in advance
How do you determine it's running lean. By reading the plugs, or by a guess by what it feels like. S&S recommends .295/72 jetting for an 88 incher, so with the .31 it a little rich. Remove the vacuum hose to VOES and cap it off, Test Ride. Problem goes away, replace VOES. Check the accelerator pump shot. Start with hot engine at idle. Blip the throttle watching the exhaust as you blip. Now 1/4 turn at a time richen it up and blip. When ya blip it and get black exhaust smoke, turn the screw 1/4 turn leaner. Now go test tide it. IF you have an inline fuel filter, take that crap off. All it does is restrict fuel flow.

That is a Mass Airflow Sensor, a modern VOES. In the photo, I see a brass hose barb sticking up. Start the engine up. Now stick a fingertip on that brass tube. Is it trying to suck yer fingertip in????
