rubbing compound, then polishing compound, then your favorite wax.

It would help to see some pictures, but I would start with something pretty mild like a cleaner wax and see if that clears it up at all. If not, step up the aggressiveness by starting with a hand polish then try a compound. For something available locally, you could try Meguiar's Ultimate Polish and Ultimate Compound if the cleaner wax doesn't help. Make sure it's a cleaner wax, not a pure wax. Cleaner waxes have, well, cleaners and mild polish built in.

Cloudy, only buy the gauge.
Could be surface scratches caused by rags and cleaning.
Could be scratching from the gauge trim moving around the surface.
If so, as stated above, start with a cleaner wax, then a mild polish, and last a compound.
(Yes, Meguires are fine products)
If the compound is the cure, then reverse the procedure, compound followed with polish, then cleaner wax.

If repairing by hand, light pressure and a foam applicator.
Me, I would go further and remove the gauge to access the entire surface.
PS a machine polisher could be required for a "perfect" repair.

If not scratches, I am unsure what caused the clouding, except to say a chemical reaction with the clear coat or perhaps a UV or sun fade.
Good luck.
