Clay is only going to remove contaminentts that are stuck to the paint. "Heavy" clay would be for some serious overspray.
Compounding looks like it will be needed now, its pretty marred up. Do you have a DA polisher?

Ive seen this before - It came from under the paint. There was flash / surface rusting that wasnt visable yet then as it matured, it came thru the paint. I had this on a silver 70 Road Runner (back in mid 80s) and I had a brand new 90s Z28 that was repaired under warranty..
In the middle 90's there is a GM dealer I was a mechanic for.
The body shop there was repainting vehicles or parts of that were described as stained under warranty.
It was bleeding through from under neath the paint.

So what can be done about it?
The delamination of GM vehicles was mainly clear coat problems ... OP states this is happening to the plastic side covers ... No rust bleed through there ... FWIW I'd stop by a local body / paint shop for an opinion ... Good luck

That was a pain as well.
I bought a 88 1/2 ton pick up and used a blow gun and blew large pieces of paint off of it
Stripped the rest and sanded and got the body shop to do the paint.

It was a 94 Z28 in bright red. The hood, right front fender and left rear quarter got stained. This was about late 95. They had to 'repaint' the entire car. Initially they thought they would spot paint the car - I called GM 800 number, a factory rep came and took the car from the dealer to a prefered paint shop. They did a great job. There were about 8 or so red Camaros with the same issue at the same time... That red, there were a lot of issues with it. It would peel, fade very quick and the rust thru issue... The issue on mine started with 2000 miles on a garage queen...
