I have a set of fork mounted wind deflectors (fangs) that had a fair amount of rust on them. I used some 0000 steel wool lubed with Wolfgang rinse less wash (diluted), followed up with chrome polish and had good results. The problem is that the chrome is pitted and wil rust again when exposed to the elements. I’m going to spray it with clear Krylon Fusion and polish it after it dries. If it works, great. If not, oh well, I’m only out a few dollars for the paint and a few minutes of my time.

If you look at the tires, you'll probably see they are showing their age too.
I would probably get new wheels when replacing the tires.

if I had a brand new rim like that I'd prep it and seal with

Gyeon Rim

very easy to apply, you can do multiple coats, has a nice glossy finish and does a great job of protecting rims

doesn't you mean you don't need to clean them, but it makes cleaning very easy and when the time comes, it can be polished off and reapplied

Check this out - I did this about 18 months ago using their stuff. Not expensive and a 1 cigar / 3 beer effort over 2 or 3 days..
