The outter mounting plate that holds your filter attaches with 3 screws and there is a hole in the center that your cover screws into. The filter doesnt spin.
Get yourself some of that tool box drawer liner. It will give you a good grip and help turn it. You can get the stuff at wal mart too. It is used to line kitchen drawers. It is a foam that has a bunch of holes on it.
