No, that`s not correct. Some stuff, not most. It`s called Surepost and it costs less for the consumer but it will be delivered a day or two longer than normal. UPS delivers it to the USPS and then they finish the delivery.
You can tell if it is a surepost package by the tracking number. After the 1Z, the 7th and 8th characters will be letters followed by 8 numbers.
Quite a bit of it is. UPS has decided it is cheaper to have USPS deliver the "last mile". You are correct that UPS delivers it to USPS and they take it from there. Fed Ex has the same sort of thing going. If you live "in town" then you will see much less of it though. Takes place quite a bit in "rural" areas.
