It appears to be some sort of relay. It has a coil inside. That would be my guess.

do you have fog lights? They are normally interfaced to the headlight bright circuit to turn them off when the headlight is selected to bright. The HD setup I have uses a relay and I put it close to the fusebox.

relay someone turned into a filter? a relay would have at least one more wire.. Being in Thailand, no telling what ingenuity someone had..

Still looks like a Flux capacitor to me. It's amazing the things I've found on previously owned bikes!
