My 99 DWG has a 150 with the 1-1/2" belt and pulley. I have recurring issues with rear turn signal wiring chafing the tire. I suspect you could squeeze a 170 or 180 in there with some wire loom rerouting/cleanup. Maybe some lower profile fasteners, too. Definitely need a narrower belt and pulley tho.
I think Muddyape did a 180 with the stock fender width but had to make custom threaded fasteners to secure the fender to the struts.
A 200 will fit in the swingarm but requires quite a few supporting changes to clear the secondary drive, fender/struts, and brake line.

150 on my 1997 WG, should be same fender as your 1999. 1-1/8" belt is mandatory and some blind flush fasteners for the fender strut bolts will help to give you a little extra clearance. My opinion is that nothing bigger is going to fit under a stock fender.
I had the same problem with the turn signal wires rubbing, left side only. Went to a Custom Dynamics tail light with integral turn signals, that solved the problem. All the wires run under the fender high all the way back to tail light, out of the way of the tire. Lower shocks of course will multiply your problems, which I have. Stock shocks might eliminate some wiring issues.
Damn, getting older sucks. I had to go out and look. I have a 130 on mine. I would've sworn on my life that it was a 150! Yeah, a 150 isn't going (safely) without a narrower belt and pulley.
