Leather tank insert

Leather tank insert
On my 06 35th anniversary Dyna there is a leather tank insert between the seat and the console. After washing or rain it seems to bubble and raise away from the tank almost to the point where you can stick a pen underneath it. Is there any way to tighten it down or do I just not worry about it? I have taken a look and cant really see what the possibilities are and since it is a unique insert for the anniversary edition i dont want to mess with it so much.

after it fully drys does it go back into place, tighter, like original or does it stay loose?
once the leather gets wet it might expand a bit, then dry back to a tighter lying position.

My 07 does it too...........might put some double sided adhesive tape under it when dry. Have waterproofed the leather on the top but not the underside ..........maybe thats the way to go.........
