Test the battery. How old is it?
Knowing what model, mileage, model of bike you have might help us out. As well as any mods, especially recent.

That's good for standing voltage, a freshly charged battery should be 14.5 volts, then can drop to under 13.
What matters is testing it under load. Your local auto parts store can do that.

Seems a little high for no load and not charging.. Good charging voltage tho..

Easiest thing to do is hook up the voltmeter to the battery, and turn on the ignition. If it drops much below 12V you got issues with the battery.

Default Ground

ill lay odds its the ground cable from the battery. DC voltage is so reliant upon ground circuitry. check where the cable connects to the starter mount bolt. also check the "factory crimp" where the cable is lugged.
