From the way you described the "gunk" in the jets, it sounds like the gunk must be in the vacuum port too. Just hook up a clean tube to the port and try blowing into the carb by mouth. If you can't blow in, then it is blocked.
pretty much has to be the petcock ,if its new, you may have got a bad one , what brand is it. if it the original the diaphragm in it probably has gone bad. you could try the old one and see if the carb fills with it installed I understand it leaks and you couldnt start the bike but could at least eliminate e or confirm the new one is good or bad
The diaphragms that were originally used, would fail with the use of MTBE/ethanol juiced gasoline. There was a recall on this back in the mid nineties. The new diaphragms are VITON and they stand up to the alcohol laden fuels of today.
I had this same issue on my 1995 Dyna also.
Unless you have a fuel line blockage or pinch, I bet this is your issue.
Vacuum signal not getting to petcock or petcocks faulty. With vacuum and fuel line off, you should be able to suck on vacuum line and "open" petcock...I used pingle petcock on each of my builds over the years. No vacuum worries then. Also, the Mikuni thing; waaay overrated and will give negligible return for the money. Indy's love to sell up to them 'cause they're a nice money maker, but I've used CV's on all my carb builds
and challenged any shop that dissed them to a simple dyno comparison, none accepted. Stock CV with proper stock jets and no fairy dust internal parts. Have also used 44CV and 51CV but they're pretty hard to find now. When you do get convinced to go Mikuni, make sure you grind away enough fin on the heads so it's not touching...the vibes cause havoc with the float level.
I'm going to test the petcock how you mentioned after work today, thank you! A buddy of mine said the same thing regarding the different carbs tho, he was saying the original carb on there is perfectly fine and the mikuni was overrated especially for a stock engine. Maybe mikuni would be better for it if I ever decide to throw a 95 kit on the engine? Good to know on grinding away the fins tho if/when I get to that point thank you!

The fuel line is definitely clear and the hose isn't pinched at all so I'm gonna check that out when I test the diaphragm this evening

Most carbs are perfectly fine. AS LONG AS YOU KNOW HOW TO TUNE THEM. I can't tune a Carter, but I can tune a Holley or Rochester, so those perform better FOR ME. Same with CV vs Mik. I can tune a Mik but never opened up a CV. I'd rather have a Mik on MY machine, but I have no illusions that it's the best metering device available.
Got it up and running! Tested petcock and vacuum port on carb and both were fine, blockage was coming from fuel inlet on the carb in between there and the float needle. Took carb apart got blockage out and it fired right up. Thank you everyone for welcoming me to the forum and for all your input on this!
I hate to revive a thread but it falls along the same lines, got it up and running and all that but was out riding tonight and noticed a couple things. 1 - after riding for a little while, stopped somewhere and when I went to start it back up about 20 minutes later it would die out unless I kept on the throttle for a minute or 2 and then it would idle fine. But then once I started riding again I noticed an intermittent sputter that was happening between 2-3k rpms. It wouldn't fully cut out and die, just sputter and I could hear the flap on the intake shutting when it would sputter. 2001 fxdxt with only a little under 400 miles on it.

You got some crap floating around in your tank, making it into the carb? Previous owner fiddle with carb innards and cause damage? You sound like you got fuel delivery problems
