I bought a 2007 Street Bob and they said it had a stage 4 performance kit in it. What kind would it be, or is there a way to find out. They don't have any documentation on it, and the Harley place was no help.

Performance Up-grade kit's are available from many suppliers, and I don't think any of those suppliers manufacture each and every component.
They will get pistons/heads from one manufacturer, cams from another, rings and valve springs from another,,,etc. Then compile it all to sell as a kit.
Without the sales receipt, there really is no way to tell.
There seems to be differences in what's involved, but a stage 4 is usually a high flow intake, cams and headwork, exhaust and a tuner, possibly a big bore kit. The intake and exhaust are easy enough to spot, as would be a piggy back type tuner. If it was flash tuned the dealer should be able to tell you that. As for the internal mods, that will take a bit of internal inspection to find out.
If "they" installed any of it they should be able to tell you what they did, even if they don't have invoices for the work and parts.
