Weight is probably going to be the biggest factor here. That RK is stripped but i'd bet its still got 150+lbs on the FXR. Plus the frame geometry between the two bikes will be very different (rake/trail/wheelbase).
The triple trees aren't 'reversed,' all touring bikes are like that to reduce trail for the rake they've got. I believe that's the secret sauce for their enhanced low-speed handling like you'll see in a police rodeo. It doesn't seem to hurt lock-to-lock angle, but it does look weird af so it's always hidden behind a big honking fairing or headlight nacelle.
Honestly I think, the triangle is the only thing is the same. The weight is the obvious big difference, but the length and shape of the backbone is different, the location of where the swing arm bolts up and the rake is different too. If I recall I remember hearing Harley based the touring frame off the FXR due to the rigidness of the design? but who really knows if that's true
And didnt that guy do a bunch of custom work to the frame? And made those triangle plates? It is definitely sweet but when I saw it on IG it didnt look like you could just get a RK and strip it down and have it look like that. If I am not mistaken.
