My wife’s switchback is solid black and she just wants to add some colour to it with a pin stripe. If a tape stripe is used does it need to be clear coated over top?

I’ve used the tape before; not very durable...maybe Red Deer or Kelowna events this summer will have a pinstriper? Had my bike done at Sturgis; stood up well and was a nice “souvenir”
Tape can hold up for a while and can come off with little effort if you want to change it... I would tape it first to see what you like and then maybe have pinstriper paint it on at a later date. I would not clear coat the tape...then its permanent and you won't be sure if the tape will have a bad reaction to the clear until you spray it (try it on something else first). If you really love it, have it pinstriped and then have it clear coated and it will last forever.
Tape and clear not a good idea. Get it striped by a professional and it won't set you back that much, a buddy had his trike striped lot of real-estate on a trike only cost him 350 bones.
My wife wanted pinstriping on her Switchback, and had it done at bike week. Took about an hour, and was probably under $100. It's a pretty simple design, but it's what she wanted. And it's held up well.
Try purple iron.com for pinstripe decals. I had them on my last bike for years, traded it in with them still on it and they resold it with them still on it. Every conceivable color and design. A good coat of wax over them and they lasted forever. Easy to remove if you want a change but won't come off through normal wear. Made my black pearl StreetGlide stand out with silver metallic pin striping. Problem with paint is you are stuck with it if you get tired of it. Not to mention I did the transfers for around 20 bucks and that did my tank, saddlebags, fairing and rear fender..

Not stuck with it if you get tired of the design, just tape off the area without stripping and use oven cleaner the stripes remove quite nicely. Just to let non-believers know I have seen it done in person and there was no harm to the paint under the stripes.
