Not a short.
A short is when the current finds a return path to the source before it reaches the electrical component, the component will not work if its circuit has a short.
OP:
Get out your voltmeter.
Pull the starter relay from its connector, find pin no 85 on the relay, then find the corresponding female terminal on the connector where pin 85 goes into.
Turn ignition switch on.
Read voltage at the connector that pin 85 goes into, there should be no voltage reading.
Press the start button, you should now read system voltage at the connector.
If the connector reads system voltage all the time (with ignition switch on), the start switch is at fault.
If the connector only reads system voltage when the start button is pressed (ign switch on), suspect the starter relay.
