2016 street bob. Running lights and turn signals work but no brake lights. Doesn't matter if I use hand or foot brake, I have no brake lights. Checked three main three fuses, they are fine.
Anything new done to the bike? Do you have the service manual? The tail lights connect to the main harness under the seat, by the fender. You can test the wires at the connectors. Heres the diagram from my old Low Rider S service manual. If you have power at the connectors then your wiring back is bad. Not too likely for both to go, but stranger things have happened. Otherwise it could be your BCM.
Actually I take it all back. Since your turns work that confirms both the bulbs and wires as the turns use the same circuit as the brake. Since you say both front and rear brakes don’t trigger that mostly rules out a bad switch. Probably BCM if you haven’t done anything to cause it. All I got, sorry.
Could be damage to the blue wire. It starts under the seat, I'd start where the wires go through the fender, be a pinch point. Also around the tail light connections especially if you've done anything sissy bar related, real easy to cut one by mistake with some of those.
If you dont see anything the multimeter is the way to go. If you dont have one you could jiggle things a little bit with the brake lever down and accessories on while wearing a glove. Not ideal but sometimes you see something. Possible to damage the core of the wire and not see it in the outside but that's pretty difficult to do.
If you have a new spare bulb handy might do a quick swap, unless you've checked it with a multimeter already.
It should be ruled out by now but it's cheap insurance to see if the bulbs were internally faulty before you go chasing wires. Think a common 1157 will work to test it but I'm not positive.

He said the turns work - and they use the bright filament... So it kinda rules out wiring issues in that part of the harness.
Could the brake light already be on? Turn signals would work with the brake lights on. Pull a lense and see if both filaments are on. Bad front brake switch?

4 hours I sat in the garage wondering why my brake lights didn't work.
Tried everything I knew to get them working. Pulled connectors, shook wiring harness, traced wires, changed bulbs, checked voltage...still nothing
Buddy walks in and tells me they seem to work fine.
I tell him he's crazy.
He reaches over and takes my helmet off of the right grip and the brake lights suddenly go out.
