Not sure what you mean by fuel management. The carburetor is the entire fuel management system. If Keihin parts are difficult to find, perhaps Mikuni would be a better choice in Japan? The HSR42 is a good fit. We have other members in Japan so hopefully somebody with local experience will chime in.
What problems are you having with the carb? There's a lot of members here that should be able to help you if you can be more specific with what you need.
Here's a couple of ideas. Go to Nightrider.com, click on Performance Guide, use the right side drop down, click on CV carb and read up on modifying/tuning the Keihn carb, keep in mind this is for the Evolution engine but is still good info. I followed the instructions from Joe Minton on tuning the carb. I used two #4 brass washers under the needle, that removes the lean carb fart/cough when first starting off in gear. Some people use a needle from the Sportster carb but that may be a little difficult to get. The washers can be mailed from the states, should not be a problem. I did not change any jets. When installing the slide be careful you don't cut or pinch the rubber when putting the carb cap back on. This works well with an open intake and slip ons. Good luck. How many miles on the bike?
Glenn, check out this website, www.braigasen.com/hd_jetting. So now you have the Sportster needle p/n in the article, the purpose of the two washers is to get the needle raised quicker out of the main jet. The article is the one I went by when I did my 02 FXD in Aug 2003.
