Not really a question of fitment so hear me out
Fatboy 2000, FXDL 2001.
I know the rear wheel is the same size...... the front however on a FXDL is 19.25 x 2.5. The Fatboy is 16 x 3
I'm pretty sure the front would fit in there. Possibly new spacers needed?
The question is the ride. The low rider is already low (thank you Captain Obvious), but what would dropping the front another 3 inches do to the ride?
Just curious. There's a set of wheels for sale in my area. I do have the mag wheels but think the solid chrome would look pretty good on there as well. Is $$150 for a set an OK price?

You need to look at the tire sizes. I'm betting the rolling diamter of the two stock-size tires is within an inch of one another. Also, the ride height would change by HALF the difference.
I'm not real familiar with used mag wheel prices but that $150 sounds real fair if they are in decent shape. I've picked up half a dozen used spoke wheels that were in fair/poor condition and usually pay around $65 each.

I use to have a link to a tire site where you can punch in the sizes and compare them side by side, I used this to match my tires front and back...just google tire size compared...or similar
Diameter wise the 16" tire is only .87" smaller, but it is 1.18" wider. Your ride height will only drop half of the diameter, so less than half an inch, closer to 3/8". Shouldn't make that much difference.
As others have mentioned clearance/alignment for the brake rotors will be your issue.
FLS front wheels only fit on FLS front ends. The hub width is neither Narrow Glide nor Wide Glide. It is FL Softail. The brakes will be way off even after custom spacers are made. The fork width is not as great as a FLH front end. That is an FLS front end and wheel on my Dyna in the picture.
