Did it vibrate when you test rode it? You test rode it.... right?
I will assume he does not have a class M license if he did not test ride it. Dealers are happy to sell you a bike without having a license but won't let you test ride without one.
OP like others have stated, check the motor mounts. I bought a used 2008 FXD with 14k miles on it last year and it was my first HD. The vibration was expected but on this one seemed excessive and sure enough the front mount was toast.
My vibration reduced 75 % once I changed tires and had them balanced. Still vibrates at highway speeds , but it more of a fine vib. Its annoying but liveable.
